Azure Resource Mover, which is still in preview as of this writing, is a service that moves resources from an existing Azure region to a new one. Not all the resources can be moved but the following resource can be moved using Azure resource Mover.
- Azure virtual networks
- Network security groups (NGGs)
- Public IP addresses
- Internal and public load balancers
- Azure virtual machines
- NICs
- Azure SQL database and elastic pools

But I have doubt in your statement.
Isn’t your statement about “The two virtual machines are not available in Canada East region so we are not able to move them.” wrong.?
Why would we need to have the VM into destination region.? Aren’t we moving the VM and its dependent resources into Canada East region.?
Isn’t this error coming due to dependent resource has to be committed first.?

Hi Sachin,
Thanks for the note. The Standard D4s v3 series virtual machine is not available in Canada East region hence it gave an error during validation phase.
